NIH proposes cap on individual research grants, drawing mixed reactions

The National Institutes of Health has floated a plan to limit the number of active research grants any single scientist can hold. The proposal is part of the agency’s effort to balance its research portfolio and support workforce sustainability.

NIH released anonymized feedback from 3,307 commenters. About 40% of respondents opposed the cap, 27% expressed support, and the remaining 32% gave mixed comments.

While some early‑career researchers see the idea as a way to broaden funding opportunities, several experts warn that a hard cap could add another layer of uncertainty in an already competitive funding environment and may be overly simplistic.

The agency says the cap is intended to advance stewardship and align with its Unified Funding Strategy, but the response indicates the policy will face continued debate.
