Industry groups back FDA’s proposed distributed manufacturing rule, seek clarification on implementation

Industry trade groups have expressed overall support for the FDA’s draft rule that would allow drugs to be produced using distributed manufacturing models. The proposal aims to modernize the supply chain by permitting multiple, smaller sites to manufacture products under a coordinated framework.

The groups, however, said they need more detail on how the distributed model would operate in practice. They asked the agency to clarify responsibilities, oversight mechanisms and the data sharing requirements that would be needed to ensure product quality across sites.

Stakeholders also suggested specific changes that could make the rule easier to adopt, such as clearer guidance on validation procedures and streamlined reporting. Their feedback is expected to shape the final rule as the FDA moves toward finalizing the regulation.
