The Position Primary Purpose of Job (Job Summary) 主要工作目标(岗位简介) Lead Central Market Access (Reimbursement) team in development and implementation of Reimbursement related strategies, Reimbursement policy monitoring and insight analysis, and exert policy influence through highly engaging with central Reimbursement authority and other national key stakeholders to optimize the value-based access environment, and achieve or exceed corporate access goals.

Principle Roles & Responsibilities / Accountabilities 主要职责/责任 (Major functions of the position) (职位的首要职能)

• Lead team to Monitor the dynamic reimbursement mechanism at national level and achieve NRDL listing for target products.

• Lead team to advocate reimbursement policies that have impacts and relevance to the company's business, such as DRG, Reimbursement pricing, RWD,ect .Follow and analyze in real time to minimize the impacts for products; further expand current channels and ways of product access.

• Responsible for the Roche’s strategic relationships with central Reimbursement authorities and key think tanks to advocate value-recognized policy environment in support of business goals.

• Responsible for helping Roche management to ensure clarity for access policy environment in particular Reimbursement and pharmaceutical areas through analyzing and tracing a better understanding the relevant Chinese government systems and dynamics, identifying relevant key governmental stakeholders, building and nurturing relations with selected high-level stakeholders and maintaining a matrix of relationships with priority external stakeholders.

Qualification and Experience 能力与经验 Business Management 业务管理 Over six years working in market access area, especially for Reimbursement related field with achieving meaningful performance and demonstrating strong reputable leadership in past. Systematical thinking and exposure related to Reimbursement authorities and government affairs functions Sophisticated communication skills to handle different stakeholders to get satisfaction win-win results Tactical negotiation abilities to position Roche in an advanced status in the market Business know-how including:

• Strong, developed relationships with the important officials of agencies and proven ability to maneuver through the government channels; Ability to work comfortably and effectively with mid to top-level government officials of either side of the political spectrum and with association leaders.

• A thorough understanding of Chinese policy-making processes and underlying logics, including an understanding of the roles and decision points within the government.

• Experience in managing consultants effectively, as well as appropriately advising/influencing mid to senior-level corporate managers/executives.
