Location: Paris or Brussels

The Director, International Policy Research & Economics will serve a critical role in generating evidence to support international policy and advocacy priorities in the broader Global Policy & Government Affairs organization. Reporting to the Lead of the International Policy Research & Economics team, the Director will be accountable for developing and executing the company’s international policy research & evidence strategy. As a leader within the Global Policy & Government Affairs organization, the Director independently executes research, oversees cross-functional workstreams/projects, and ensures that economic and policy evidence is integrated into enterprise policy and advocacy decision-making. The Director represents the company externally with policy, regulatory, and economic stakeholders, advancing the company’s priorities and shaping the broader policy environment. The role requires knowledge and understanding of the international healthcare systems and the integration of political, policy and government affairs expertise to help develop and execute effective international policy research & evidence generation strategies.

Responsibilities

• Develop and execute of the company’s policy evidence strategy for priority international policy issues.

• Serve as an external policy subject matter expert for the company on international policy research and economic issues.

• Oversee an array of research projects including economic modeling, HTA and evidence impact assessments, fiscal impact assessments, and relevant quantitative and qualitative data analyses as required

• Develop and economic policy research materials, white papers, publications and policy narratives that support BMS’s policy strategies.

• Proactively shape the policy and regulatory environment through dissemination & communication of policy research in external forums.

• Cultivate and manage external relationships with research institutions, consultants, and policymakers.

• Provide expert guidance to senior leaders to ensure policy evidence informs enterprise decisions.

• Drive cross-functional alignment on dissemination and messaging of policy research.

• Ensure analytical rigor and strategic relevance of all research & evidence generation.

Requirements

• 10+ years of experience in healthcare policy and/or economics within a pharmaceutical company or relevant consultancy. Strong research and economic analysis capabilities, with extensive experience in using quantitative analyses & evidence to shape market and policy outcomes.

• Robust understanding of international healthcare market dynamics as they relate to policy changes at the international level. Deep understanding of government payer dynamics on other stakeholders in the healthcare system.

• Strong written and verbal communication skills, to enable effective external communication of economic research and proactive engagement with policy makers and policy stakeholders.

• Experience in developing research projects that incorporate disparate types of data including financial, medical, and pharmaceutical data.

• Strong analytical, critical thinking, and interpersonal skills, with the ability to communicate complex statistical analysis/modelling to a broad range of audiences.

• Must be able to work well in a collaborative, cross-functional team environment, handle ambiguity well and be comfortable managing high-pressure situations under tight timelines.

• Graduate degree in related fields such as health policy, health economics, statistics, finance, or quantitative life sciences is required.
